From 3 August 2026 the paper identity card is no longer valid as a travel document, even if the printed expiry date is later. This follows EU Regulation 2019/1157 on the security of identity cards, implemented in Italy by Legislative Decree no. 108 of 26 June 2026.
Who is affected
The rule concerns Italian citizens who still hold the old paper card — including many people of Bangladeshi origin who became citizens (9,726 in 2024 alone). Under the decree, a valid paper card can still be used to identify yourself with Italian public offices, but not to travel.
How to get the electronic card (CIE)
- Book an appointment at your municipality’s registry office.
- Bring a recent passport photo, your tax code and the old card.
- It costs about €22, depending on the municipality.
- Validity: 10 years for adults, 5 years from age 3 to 18, 3 years under 3.
For minors, both parents must attend. In urgent cases municipalities can issue a temporary document valid for up to six months, but some countries may not accept it.
What about non-citizens?
For foreign residents, the travel document remains the passport together with a valid residence permit.
