Recorded cases of labour exploitation in Italy rose in one year from 834 to 1,249, an increase of almost 50%. The figure comes from the Placido Rizzotto Observatory and was highlighted in June by an investigation in Avvenire. About 30% of cases are in northern regions, led by Lombardy, followed by Veneto and Piedmont.

Subcontractors in La Spezia

Around La Spezia many Bangladeshi workers are employed by small subcontracting firms in construction and shipbuilding. According to the investigation, two groups control this “market” through intimidation, including arson against those who do not comply. In some cases workers are reportedly forced to hand back much of their wages, withdrawing cash at an ATM under a foreman’s supervision.

From fields to fashion

The investigation lists cases in agriculture, textile workshops and public building sites. In Manerbio, near Brescia, the financial police uncovered a network exploiting more than 1,400 migrants, charging about €13,000 for residence permits obtained by circumventing the work-permit decree.

Warning signs

  • pay far below the national collective agreement;
  • a payslip that does not match the hours worked;
  • being asked to give money back to the employer or foreman;
  • someone else holding your documents.

Those who report exploitation can obtain a special-grounds residence permit. Unions and associations offer free assistance.
